How many more times do elderly women have to fall to the floor in homeless shelters?

It's bad enough that they have to totter or wheel around with bags strapped to their walkers or their wheelchairs.

The EMTs are called to the shelter at least once a week.  

What are elderly people doing in homeless shelters?
