This country's elite men are trained to get away with sexual harassment and sexual assault. They expect institutions to protect them, to say one thing and do another, to issue punishments that change nothing.
They demand conformity and conspiracy from each other, even if it kills them. That is also the code by which elite women are expected to abide.
For people who are raised in that tradition, and for those who become part of the establishments where that tradition is predominant, maybe not only crime but also the ability to get away with crime are considered tests of leadership. Maybe people who are caught and made accountable are thought of as being weak or stupid or as simply not having enough friends.
