If this partial transcript is from a real recording, and it was obtained by hacking, then I'm right about a few things.
-The looting and other violence are really bad and are hurting people.
-The media doesn't want to confront the issues of hacking and other privacy invasions because the media can profit from those issues remaining unaddressed.
My amateur thoughts about rebuilding business districts damaged by looting:
-The corporate businesses will return when they feel that the area has restabilized, especially those which emphasize providing products and services to communities.
-The bigger problem is that small and independently owned businesses may have been too damaged to recover financially without help. I think there's a risk of losing the diversity of business types. Other corporations might decide to take over where smaller businesses couldn't recover. That would really be sad; that's not at all what the protests were for.
Presumably, there are also apartment buildings and houses that have been damaged, although maybe not as many as businesses. Those which are owned by corporations will probably recover; those which aren't should be supported so that the tenants don't lose their housing.
