Where are the refugees going to live if they return to an Assad-controlled Syria?

What are they going to live in?  What are they going to live on?  They don't have houses.  They don't have jobs.  They don't have documents to prove that they ever owned property, so they'll be entirely at the mercy of the government, such as that is, and we know there's none.

Here's a question:  are the U.S. and our allies going to pay to rebuild Syria so that Mr. Assad can continue to rule the country that he destroyed?  Is that what we're going to do?  We'll pay to rebuild the buildings, the streets and everything else, and then we'll tell Mr. Assad, "It was our pleasure to pay billions of dollars to restore everything that you obliterated.  If you'd promise to be nicer this time, we'd feel better."  

If Russia is going to finance Syria's reconstruction, then everyone who does business with Russia will be indirectly financing Mr. Assad.  Is that accurate to say?  

Is that the plan?  If so, is someone expecting reasonable people to be favorably impressed?
