Now I have another question.

I have read that populations in post-authoritarian countries can have trouble figuring out how to implement stable democracies.

This causes major frustration for the governments of the established countries that tried to free them from oppression, and is a reason that those countries sometimes hesitate to help to overthrow regimes.  

My question is:

Shouldn't there be an app for educating post-conflict populations about how to run their countries?  

If you don't know something, then you don't know it; if your entire life and the lives of generations before you were spent being conditioned not to think or act independently, then how can you switch gears quickly, particularly in the midst of post-war rubble and humanitarian crises?

Shouldn't there be accessible instructions for everyone?
