A radical question; I have no idea at all if this is right.

What about this:

-have a conference about how to provide support to Iraq's ability to thwart terrorist activities in Iraq

-negotiate with jihadist groups who are remaining in Syria, asking them if they'd be amenable to moving to Iraq

-if they are amenable to moving to Iraq, institute additional and intensive negotiations with them to demilitarize and potentially form a legitimate political party



Sometimes people choose extreme violence because they are recruited and trained for it in the absence of other options.  After a while, even when they know about other options, they might not try to change because they don't think that they'll be released by their recruiters or forgiven for what they have already done by people outside of their violent groups. 

There is no terrorist organization that can withstand a full-scale attack by an individual government or coalition of governments; every terrorist organization knows that.  To leave Syria now would be to contribute to a peace process.
