He seems to be assuming that nobody's going to read the article which he has selectively and dishonestly quoted. The article, like so many others about this deplorable situation, describes A TOTAL AND DELIBERATE SYSTEM FAILURE BY THE TRUMP ADMINISTRATION AND REPUBLICAN SENATORS.
Also, what's the letter going to say? "He never tried to rape us, and that's how we know that he never tried to rape anyone else"?
He's probably not trying to be funny by having those Tweets right next to each other.
