Watching addicts march toward disfigurement and death, over the course of months or years,

because of this homeless shelter's deliberate, negligent REFUSAL, not inability but REFUSAL, to provide support for substance abuse recovery, also is not improving my mood.  

There are no meetings or groups at this shelter for substance abuse recovery; nothing.  There is NOTHING.  

This shelter's "program" for substance abusers is to give them mats on the floor to pass out on.
