Vermont "solved" its homeless problem decades ago by having few to no services for homeless people. It is colder in Vermont than in Boston. You can't survive outside in the winter.
Other states have probably used the same solution.
States which do have a lot of services for homeless people probably have the same problems that Massachusetts has. The negligence and abuse endemic to those services are not just the result of there being too many homeless people for the system to help; they are the result of homeless people being at the intersection of multiple stigmas and issues. They need the most help, because of the issues, and they are given the least help, because of the stigmas.
Financially, it costs more to leave the homeless system the way that it is than to address its failures. Homeless people don't have to be a burden on society; they are a burden because they are treated as if they are a burden.
