The Massachusetts Rehabilitation Commission

Why isn't the Massachusetts Rehabilitation Commission doing outreach every day at overnight shelters, day shelters and on the street? Why aren't they walking up to homeless people, talking to them, asking them if they'd like to be working, and giving them their business cards?

I think that there are a lot of homeless people who would be grateful to feel that the system believes that they can be hired and productive.  If they're not applying for jobs, it's because they think that their lives (and their teeth) are too messed up for them not to be rejected from everywhere that they might otherwise try to work.
