I want to be sure that I understand what's going on.
I'll say this and if it's wrong someone can correct it.
The world's democracies are letting the Russia-supported Assad regime put down a rebellion so that the regime can re-enslave everyone who remains in Syria. The world's democracies call attempts to feed and give medical care and basic shelter to civilians in Syria "humanitarian," without discussing that efforts which succeed at keeping those civilians alive are keeping them alive for eventual re-enslavement with no hope whatsoever for political freedom or human rights in their lifetimes.
The failure of the world's democracies to organize a coherent response to the civil war in Syria has enabled stateless militias to infiltrate in the midst of the situation's chronic instability, which is what always happens.
Everyone who is on the Assad-Russia side of the conflict has designated everyone on the other side a terrorist or an aggressor in violation of international law, no matter how many times the Assad-Russia supporters manipulate the United Nations or tell blatant lies.
All of that being said, I have this question:

If the world's democracies gain control of that area, can't they address a terrorist threat?
