Did the New York Times unwittingly conflate Ms. Reade's discussion of being part of a protection program with the idea that Antioch had its own protection program?
People who don't know the language or terrain of a particular life situation conflate and misunderstand what is told to them all the time, especially if they aren't really listening or are hostile to the person who is trying to talk to them.
