To my knowledge, nobody who is "right-wing" coined the phrase "Believe All Women." The headline is misleading.
It's a legitimate argument that "Believe All Women" is an unworkable slogan. All of the people who could have exerted themselves to deconstruct it before are suspect for doing so now.
Ms. Reade is being used as an excuse to dismantle the impetus for making people accountable for their actions. If you don't like the slogan, you can change it, but the issue that you're trying to avoid is that Vice President Biden's denials aren't credible.
