Senator Harris wasn't interviewed for the article. It's written by someone who lived somewhere near her when she was in high school.
I don't know if the author of the article wrote the title; I think that probably someone else at the New York Times wrote it as a mash-up of Justin Bieber being Canadian and the song "Teenage Dream" by Katy Perry, since I've been criticizing both of those celebrities at Instagram.
