Questions about immigration

What about this:

-sending researchers to ask a lot of questions of everyone who's being detained

-figuring out, from what illegal immigrants are saying, why they're leaving where they're from, particularly by area 

-identifying issues that seem to be prevalent by area in Latin America and which are frequently cited by detainees as being why they wanted to live somewhere else

-working with those areas and the people who left them so that, when they are returned to those areas, they are able to successfully live there

-relocating people to other, safer areas in Latin America when the places that they're from aren't safe

-creating a network throughout Latin America to help people relocate without first trying to emigrate to the United States and being detained

-identifying inaccurate ideas that detainees might have about why it's so much better to live in the United States than where they're from or than somewhere else in Latin America where they won't have culture shock or language barriers

-creating advertising to dispel myths about life in the United States and distributing that advertising throughout Latin America
