The core of the Russian government's foreign policy seems to be identical to what it was in 1948.

One of the first papers drafted by the staff of the new National Security Council warned, in March 1948, that "between the United States and the U.S.S.R there are in Europe and Asia areas of great potential power which if added to the existing strength of the Soviet world would enable the latter to become so superior in manpower, resources and territory that the prospect for the survival of the United States as a free nation would be slight."  Eight months later, following that body's first comprehensive review of policy toward the U.S.S.R., the President approved NSC 20/4, which concluded that "Soviet dominance of the potential power of Eurasia, whether achieved by armed aggression or by political and subversive means, would be strategically and politically unacceptable to the United States."
