The United States Department of Education's Office for Civil Rights in September 2017.

When you are harassed at school for the 3rd semester in a row of your attendance, and the school's administration suspends you for reporting, your case will be dismissed by the Office for Civil Rights, which will say that you should have known to report it to the Office for Civil Rights the first time.  In other words, it's your fault that it happened two more times, because you had nobody other than yourself to defend yourself the first time.
