This is one of those things that you shouldn't have said and which I also think is funny. You shouldn't say things like that; since you did, I'll talk about it.
I don't think that Vice President Biden has a low IQ. I think that he has a history of being lazy, hypocritical, sexist and nowhere near as honest as he and those who are supporting him want the world to think that he is.
People can't help what their IQs are. IQ is also something which has been disputed in terms of how accurate it is. There are ways of being smart that aren't about test scores.
However, most people do have some control over how much integrity they have.
