So, either one administration after another signs off on funding research while having no idea what it's for, what its implications are or what its consequences could be, or the U.S. Government has deliberately funded the development of biological weapons.
If the explanation is the latter, then it also explains why the U.S. has funded that development in labs outside the country. There's less accountability in another country's jurisdiction, especially if it's a country whose government likes to arrest reporters.
