Why not tell landlords what a serious problem homelessness is all over the country? Give them statistics that prove that homelessness costs society a lot more than keeping people housed. I would say that most landlords don't understand that homelessness is more of a financial burden on society than poor people are when they have places to live other than shelters or the street. There is a very judgmental attitude toward poor people by landlords, and most of them probably think that they are doing society a favor by evicting them.
Have required continuing education for every landlord and developer, regardless of the type of housing that they do. Give them a network so they can communicate with each other and with information resources. Also send them informational emails every week that always end by saying "Thank you for doing everything you can to keep your tenants housed!"
