If the shelters' administrations, including but not only at the Pine Street Inn, would put a stop to supervisors and staff threatening and giving out suspensions of services left and right as coercion during non-crisis times, there wouldn't be so much mobility in the shelter-dwelling population. It would be easier for guests to be organized and also easier for such staff as actually try to establish rapport with guests and who try to help with housing to be substantially helpful.
