An Executive Order or Act of Congress

To impel everyone involved in credit/debit card processing to temporarily forgive all fees so that all business accounts can be reactivated.

There are small businesses who are being forced to accept only cash or checks.  They're going to go out of business if their ability to process cards isn't restored right now, this week, today.  

The media isn't talking about it.  Nobody seems to have noticed that the ability of small businesses to make sales is being strangled by card processors demanding money to reactivate their accounts.
